Harry E. “Skip” Jones, Partner

Harry "Skip" JonesPrior to starting Decisive Point Consulting Group, Harry E. “Skip” Jones held a variety of leadership roles in the private and government sectors. He was a founding partner of ValueStorm Growth Partners, LLC, assistant vice president and director of operations for the Distributed Common Ground System, Army (DCGS-A) Division of SAIC, Jones is also a three time SAIC Aspire Award Winner for Capture, Bid, Proposal, and Project Execution. While at Archimedes Global, an SDVOSB, Mr. Jones organized a 41 company team over a 36-month capture, bid, and proposal effort, resulting in a multiple IDIQ award with a ceiling value in excess of $2B.

Mr. Jones served in the U.S. Army from 1986 until his retirement in 2006. While on active duty, he served in the 2nd and 9th Infantry Divisions; the 1st Armored Division; and the 1st Cavalry Division in a variety of intelligence positions. He also served on the Army Staff at the Pentagon, as the military assistant to the Army G2. Mr. Jones is a recipient of the General Douglas MacArthur Leadership Award and was selected for Military Intelligence Battalion Command. During his active duty career Mr. Jones deployed to Bosnia as a G3 Plans Officer for Multinational Division North, and to Iraq as a security staff officer. Mr. Jones also deployed to Afghanistan in 2010 to assess the efficacy of the Army’s deployed DCGS as a software intelligence analyst during Operation Enduring Freedom.

Mr. Jones graduated from the University of Georgia and was commissioned in the regular army. He is a graduate of the Military Intelligence Officer’s Basic and Advanced Courses, the Combined Arms and Services Staff School, the United States Marine Corps Command and Staff College, and USMC School of Advanced Warfighting (SAW), where he earned the Army Distinguished Graduate and United States Navy League’s General Clifton Cates Award as the SAW Distinguished Graduate. He earned a Master of Science in Human Resources Management from Chapman University.

Rosey Carter, Partner

Rosey CarterMs. Rosey Carter brings DPCG over twenty-nine years of experience as a U.S. Army communications specialist, strategic planner, and leader and five years’ experience leading a SDVOSB. She is a Project Management Institute® certified Project Management Professional (PMP) with a Master of Science in Information Systems and a Bachelor of Science in Electrical Engineering. Ms Carter leads our C4ISR Federal Services Division where she brings her skills and experience to business development, technical solutions, and project management.

Prior to her retirement, Ms. Carter served on the Army staff as the G8 Force Development (FD) Mission Command Division Chief where she programmed, managed, and prioritized the Army’s resources for tactical and strategic networks. She previously led DISA’s Field Command supporting USCENTCOM where she managed multi-million-dollar projects that included cross-domain solutions for NATO and U.S. classified networks, long-term leases of commercial fiber optical cable circuits throughout Central Asia, and allocation of satellite resources for tactical networks in the CENTCOM area of responsibility including Iraq and Afghanistan. Her team ran the USCENTCOM Theater Network Operations and Security Center where they managed, secured, and operated networks in eight Central Asia nations and the United States.

Ms. Carter served as the unit Signal Officer at battalion, brigade and division levels. She commanded at platoon, company, battalion and brigade levels. During her career, Ms. Carter deployed for Operation Desert Shield/Desert Storm as a company commander; to Bosnia and Herzegovina as the Assistant Division Signal Officer for Multinational Division North, and to Afghanistan as a Strategic Planner for NATO’s Combined Security Transition Command – Afghanistan (CSTC-A) headquartered at Camp Eggers, Kabul. Ms. Carter is a Master Parachutist. She resides in central Texas, the headquarters for DPCG, and operates a small cattle ranch.

Douglas Basile, Partner

Douglas Basile a Partner at Decisive Point Consulting Group (DPCG) LLC and is the Managing Member of Shore Systems Solutions (S3) Joint Venture supporting the Veterans Affairs Administration. Doug manages Group performance and drives strategy, planning and execution of the company, to include the development of New Business Acquisition and Business Operations.

Doug has more than 23 years of government-related systems development and lifecycle management experience with large-scale programs, providing information technology; systems engineering, field service engineering and system sustainment, and logistics systems.

Doug has held various leadership roles supporting Federal Contracts. He led the management of many large complex IT solutions solicited under various IDIQ’s (e.g. Strategic Sourcing for Services (S3), Rapid Response Third Generation (R23G) and Responsive Strategic Sourcing for Services (RS3). He understands the complex, mission-critical needs of the Federal stakeholders as well as the unique challenges of Industry mission partners who provide support globally.

Prior to joining DPCG, he was an Executive at Sensor Technologies Incorporated (STI), where he built and managed a portfolio of IT and C4ISR Engineering and Logistics business. He later participated in the sale of STI to ManTech International Corporation. After the acquisition he assisted in the post-acquisition activities required to realize stability of the programs, customers, and employees. He later joined Engineering Solutions and Products (ESP) after they were acquired by a Private Equity Firm to run their Army/C5ISR business. At ESP, he was responsible for program cost, schedule, performance; employee well-being, technical assurance; human resource management, and staffing.

Doug holds a M.S. degree from LaSalle University and an MBA from Montclair State University.
